These kinds of laws have terrible impact regardless of the severity of the penalty or whether anyone is ever even charged. People are afraid to be out when being queer is a crime. Authorities don’t even have to go through the tedium of charging bona fide queers in court (though they can if they please); more to their general liking, they have free rein to blackmail victims of their choosing.
