"Just asking questions" is the name of a rhetorical or behavioral tactic in which someone pretends to be "just asking questions" but has another agenda.
In the sentence I wrote which you quoted here in your comment, I linked to a blog post that gives a little context for understanding it. The hyperlink didn't come through when you cut and pasted the sentence. I had decided it was unnecessary to put quotation marks around the phrase "just asking questions" since I was already using a hyperlink to indicate something special about that phrase.
