Defining hate speech by "asking [one's] audience to go out and brutalize" members of a targeted group—or by certain words that one pronounces while personally committing genocide—is setting the bar rather high. A more expansive definition of hate speech could help us anticipate genocide, not merely recognize it after the fact. I think that would be more useful.
